The Patriot Act stems from the September 11th, 2001 terrorist attacks on America. The terrorists involved in the attacks used U.S. and foreign financial institutions to hold, move, and retrieve their money. Following these attacks, the U.S. government set up a way to to detect or disrupt transactions of the type that financed 9/11.
